kpx/ver v1 is a minimal verified badge record. It is deterministic and preset-free in v1: it is simply a boolean badge derived from the highest-seq record.

Top-level envelope fields only: p,t,v,net,op,addr,seq. No data. op:set adds the badge, op:clear removes it.

The protocol only defines how the badge is written and resolved. Kasparex may define what qualifies as “verified” in its own policy and tooling in v1.
